About Me
My name is Daylon A. Davis, and I’m running to represent District 13 on Allegheny County Council because I believe our neighborhoods deserve bold, transparent, and community-rooted leadership. I’ve dedicated my life to fighting for justice, equity, and opportunity and I’m ready to bring that same unwavering commitment to County Council.
From 2023 - 2025, I've had the privilege to serve as the President of the NAACP Pittsburgh Branch, leading the 110-year branch. In that role, I had a front-row seat to the systemic challenges facing our county. Whether it’s the small business owner struggling to access the resources needed to grow, or the single parent searching desperately for affordable housing, or even addressing the issues surrounding our criminal legal system.
In my role as the Advisor to the Pennsylvania State Conference NAACP, I’ve been deeply involved in mentoring young people and helping them find their place in civic life. I believe the next generation not only deserves a seat at the table, they must be empowered to lead.
As a Board Member on the City of Pittsburgh’s Citizens Police Review Board, I've been fortunate to have had the opportunity to understand the delicate balance between law enforcement and the communities they serve. Working to identify the gaps and the critical community engagement needed to build a truly community-driven police force one rooted not in fear, but in understanding
As a Democratic Committeeman for over the past eight years, and currently hold the roles of Secretary of Pittsburgh’s 18th Ward and Executive Committee Member of the City of Pittsburgh Democratic Committee. I truly understand the hard work that each committee person contributes to make a better, civic-engaged community.
I will champion a fiscally responsible approach that protects working families while ensuring Allegheny County has the resources to invest in its future. I’ll push for a comprehensive review of the county’s revenue streams to promote long-term stability and fairness. I know how heavily property taxes burden residents, and I’m committed to exploring innovative, equitable alternatives so we’re not asking our neighbors to shoulder more than their fair share. I’ll also work to secure increased state and federal funding while supporting smart, inclusive economic development that broadens the tax base without raising local taxes.
I’m committed to advancing Economic Opportunity for all residents. I will prioritize economic development initiatives that specifically target underserved communities. I’ll champion the growth of small businesses, especially by supporting entrepreneurs, because I recognize them as vital engines of our local economy. I’ll also be a strong voice for fair wage policies and robust workforce development programs, making sure everyone has the chance to achieve financial stability and contribute to a thriving, inclusive Allegheny County.
I’m deeply committed to ensuring that every Allegheny County resident has access to safe, stable, and affordable housing. I will champion increased investment not only in building new affordable homes but also in preserving the existing housing that so many rely on today. Building on the county’s successful efforts, I’ll work closely with the County Executive and key departments to strengthen and expand programs like "1st Home Allegheny," RentHelpPGH, and Housing Stabilization Centers. I’ll support strong eviction prevention policies, advocate for meaningful tenant protections, and fight to ensure critical services for those experiencing homelessness, including permanent supportive housing, are fully funded and effectively coordinated. I’ll approach this work with both collaboration and compassion.
I’m committed to building a justice system and public safety strategy that centers fairness, accountability, and community well-being. On the County Council, I’ll advocate for increased funding for the Public Defender’s Office so that every resident, regardless of income, has access to a fair defense. I support evidence-based diversion and re-entry programs that reduce incarceration and promote rehabilitation. I believe that real public safety is rooted in trust, transparency, and collaboration with the community. I’ll work to strengthen partnerships between the County, local law enforcement, and the neighborhoods they serve, with a strong emphasis on meaningful community engagement. That means creating opportunities for residents to better understand use-of-force policies, complaint and disciplinary procedures, body-worn camera protocols, and accountability measures. By fostering open dialogue and education, I aim to build stronger relationships between law enforcement and the community, improve safety outcomes, and ensure our public safety systems are just, transparent, and truly serve the people of Allegheny County.
I believe real change starts at the local level by putting community back in the driver’s seat. I’m committed to working directly with the County Executive and local organizations to improve how our county serves young people, especially those facing homelessness, justice involvement, or economic hardship. Even where Council doesn’t have direct legislative control, I know we can still move the needle through partnership, accountability, and smart investments.
I’ll fight to make sure our youth programs are accessible, trauma-informed, and rooted in opportunity's from job training and mentorship to mental health care and housing support. By working together, we can build a system that reflects the needs of our neighborhoods and gives every young person a real chance to succeed.
